Update the suser(9) manual page about reality.

* cleanup prototypes and add suser_proc(9) and suser_cred(9)

* use correct english and grammer, nuke hard sentence breaks

* remove deprecated and old information

* inform about the necessity of doing credential checks
  (i.e. only if it is attached to a process)

* cleanup mdoc(7) and bump date
