dsynth - Misc/stabilization

* Add missing environment variables PORT_DBDIR, PACKAGE_BUILDING,
  and PKG_CREATE_VERBOSE.

* Increase field width for Impulse and Pkg/hour to 5 digits.

* Fix bugs in the dynamic MaxWorkers reduction code (based on load).
