vendor/LIBPCAP: Import libpcap 1.10.1

Most significant changes:

 - Treat ENXIO as meaning "the interface was removed"
 - Add support for capturing on DPDK devices
 - Fix some memory leaks, including in pcap_compile()
 - Fix some thread safety issues
