   3 ICBD is an online chat system which allows a large number of users
   4 to participate in realtime online discussions.  Among the features
   5 of the ICB chat system are:

   7   * Simple, fast protocol and efficient polling-based implementation
   8     minimize `lag' effects

  10   * Persistent user database allows authentication of nicknames,
  11     storage of various user information, and leaving messages for
  12     users who are not logged on at the moment.

  14   * Any user may create groups, and exercise control over those
  15     groups, allowing for a wide range of discussion styles.  This
  16     control includes making groups public or private, visible or
  17     invisible, and moderated or unmoderated
