Initial import of gtkmm-utils-0.4.1:

Utility functions, classes and widgets written on top of gtkmm and
glibmm.

 - logging framework
 - option parsing, date and string utilities
 - tile widgets
 - dialog helpers
Unofficial gitization of NetBSD-CVS pkgsrc, not synchronized w/NetBSD git.
