gpio - gpio framework, initial commit

* Initial commit of the new gpio framework,including a sample gpio
  consumer driver, gpio_led.
  While the framework is not directly based on OpenBSD's, some
  structures and other similarities have been taken over to ease porting
  of gpio drivers from OpenBSD.
