   3         Authentication is granted if the users shell is listed in
   4         /etc/shells. If no shell is in /etc/passwd (empty), the
   5         /bin/sh is used (following ftpd's convention).

   7         Also checks to make sure that /etc/shells is a plain
   8         file and not world writable.
