   3 BLIS is a portable software framework for instantiating high-performance
   4 BLAS-like dense linear algebra libraries. The framework was designed
   5 to isolate essential kernels of computation that, when optimized,
   6 immediately enable optimized implementations of most of its commonly
   7 used and computationally intensive operations.
