   3 pam_shells:
   4         Authentication is granted if the users shell is listed in
   5         /etc/shells. If no shell is in /etc/passwd (empty), the
   6         /bin/sh is used (following ftpd's convention).

   8         Also checks to make sure that /etc/shells is a plain
   9         file and not world writable.
