  35 sets the read timeout that will be used on a capture handle when
  36 the handle is activated to

  38 which is in units of milliseconds.

  40 The behavior, if the timeout isn't specified, is undefined.  We
  41 recommend always setting the timeout to a non-zero value unless
  42 immediate mode is set, in which case the timeout has no effect.
