HAMMER Utilities: Sync with 60I

* Changes in the way PFS's are created and managed.

* Replace the pfs-create directive with pfs-master and pfs-slave.

* Add more checks against stupid user errors.

* A cycle file is no longer needed when using mirror-copy.  Mirror-copy
  now uses a two-way protocol and figures out what TID ranges need to
  be copied.
