Port EST driver from NetBSD, as it has better support for newer CPUs
than the current one.  This version also contains an extra table
pentium_m_n740_2[] for Thomas' Pentium M 740.
Note: this is an interim solution, and we need to modify the driver
to import operating points from ACPI if available.
