 - add reference to kernconf(5)
 - copy description of SMP from GENERIC,
espcially that APIC_IO can be laft out
 - truncate description of polling(4) & dummynet(4),
ensure reference to polling(4) & dummynet(4).
This also removed outdated description of dependency on HZ.
Corret information is in manual pages; it is best to have it in one place.
 - point out that SOFTUPDATES applies to UFS only.
