kernel - IF_NFE - Continue work on word alignment support

* Add a capability and enable word-alignment conditionally.  For now
  just enable it for the MCP77 and MCP79 chipsets.

* Note that the CK804 family does not appear to support 2-byte
  DMA alignment.
